History of the Small Power Plant Control Centre
MVM Partner Ltd., as one of the key players of domestic electricity trading, has been successfully operating on the MAVIR system-level control services procurement market for years, primarily by selling the control capacity of large domestic power plants.
In 2014, a decision was made that MVM Partner Ltd. would establish its own Small Power Plant Control Centre (Virtual Power Plant) relying on the results and experience gained in the system-level balancing services market. The centre enables efficient participation in the balancing market for power generation units (small power plants with a capacity of less than 50 MW), energy storage facilities and regulated consumers that are unable to provide such services to MAVIR on their own due to their capacity.
Technical Solution, Key Data
In cooperation with the technology supplier, MVM Partner Ltd. developed a complex control system for the Small Power Plant Control Centre that meets the following requirements:
- Technical and operational conditions specified in the system operator's regulations;
- High-level redundancy requirements;
- High-level information security requirements.
The system, which meets the above requirements and is based on SCADA rich-client technology, was designed with full geo-redundancy.

When selecting system components, MVM Partner Ltd. focused on high availability and industry standards (HP, Cisco, Siemens). Regarding information security, the system also complies with industry-specific requirements, standards and the MVM Group's high-level security requirements. To support these requirements, in January 2016, the Small Power Plant Control Centre obtained MVM BSZK Ltd.'s Type "A" information security certificate, which is unique in the market.
